Last week, the city's Division of Budgeting presented a five-year financial forecast that shows the city's expenses growing at a faster rate than revenues. According to projections, the city anticipates having $1.7 million left over from the 1998- 99 fiscal year. But the city will face a $2.3 million deficit in 1999, according to current projections. That has Councilman Robert Jefferson worried. "If the forecast is true, where in the world are we going to get $2.3 million?" Jefferson asked.

"If the forecast is accurate, the council will have some major problems to deal with next year." But Miller has said the government is financially sound and has $4 million set aside in a "rainy day" fund that will remain untouched. One part of the mayor's 1997-98 spending plan that was expected to be controversial calls for an 11.4 percent cut in the portion of the property tax that pays for garbage collection. That would return an average of $20 to the 63,000 Fayette County homeowners who receive garbage collection. Miller proposed the tax cut in February, but council members since have suggested other tax reductions, such as rolling back the county's payroll tax from 2.25 percent to 2 percent or cutting the county's $4.50 monthly Herbie fee. The council is scheduled to approve the budget at 7 p.m.

He was the son of Dunster Foster Pettit and the late William Pettit Jr. Mr. Pettit was born and reared in Lexington and graduated from Kentucky Military Institute in 1947 where he was twice honored as the best drilled cadet.

He attended the University of Kentucky and graduated from the University of Georgia receiving a B.S. and Masters degree with honors in Agricultural Economics. Mr. Pettit served in the United States Air Force from 1950 to 1954. He retired in 1985 after serving 30 years with the Bank for Cooperatives of the U.S.

Farm Credit System in Columbia, SC, Washington, D.C. and Denver. Mr. Pettit is survived by his wife, JoJean Pettit; four children, Stephen Davis Pettit, Addison Foster Pettit, ELSEWHERE BEIJING Li Shuxian, 73, widow of China's last emperor, died of lung cancer Monday, the official Xinhua News Agency said yesterday. She married Aisingyoro Henry Puyi, who had abdicated as a boy in 1912, after he was released from a re-education camp in 1959 and took up life as an ordinary Chinese citizen.
